How to download Windows 11 23H2 ISO (preview)

You can now download the ISO file for the latest preview of Windows 11 23H2, and here's how.

Windows 11 23H2 won’t be officially available until some point during the fourth quarter of 2023, but you can download the ISO file preview with the latest changes with the “UUP Dump” tool to perform a clean install or an in-place upgrade on a spare computer or virtual machine.

UUP Dump is a tool that allows you to create a custom Windows 11 ISO file from any public preview. The tool is a collection of utilities and scripts to download the latest builds from the official Microsoft servers and create an unofficial ISO file to install the feature update on your computer.

The feature update for Windows 11 (version 23H2) is still under development, and this means that features and experiences may not work as expected, and you may come across issues, including data loss. It’s recommended to create a backup of your computer before installing this version. You have been warned.

This guide will teach you the steps to use the UUP Dump tool to download the ISO file for any publicly available preview of Windows 11 23H2.

Important: The recommended and supported method is to get Insider builds using Windows Update or download the official ISO files from the Microsoft site when available. Use these instructions at your own risk.

Download Windows 11 23H2 ISO file from UUP Dump

To download the Windows 11 23H2 ISO file, use these steps:

  1. Open UUP Dump page.

  2. Select the “Windows 11 Insider Preview” to download the latest (x64) ISO file for build 22621. For example, “Windows 11 Insider Preview 10.0.22621.2115 (ni_release) amd64.”

  3. Use the “Language” drop-down menu to select the installation language.

  4. Click the Next button.

  5. Select the editions to include in the Windows 11 ISO 23H2 file.

  6. Click the Next button.

  7. Select the “Download and convert to ISO” option.

  8. Under the “Conversion options” section, check the “Include updates (Windows converter only)” option.

    Quick note: Since version 23H2 will roll out as a small update without the need for reinstallation, you have to check this option to download the packages containing the new features and changes. Otherwise, you will end up with an ISO file for the original release of version 22H2.
  9. Click the “Create download package” button to save the tool on the computer.

  10. Open the zip folder with File Explorer.

  11. Click the Extract all button.

  12. Select the location to extract the files.

  13. Click the Extract button.

  14. Right-click the uup_download_windows.cmd batch file and select the Run as administrator option.

  15. Click the More info option.

  16. Click the Run anyway button.

  17. Press the “R” key to allow the script to run once, and press Enter.

  18. Press the 0 key when prompted to close the screen.

Once you complete the steps, the UUP Dump tool will download the files from the Microsoft servers and create an ISO file for the latest preview of Windows 11 23H2.

Create Windows 11 23H2 bootable USB using Rufus

To create a bootable USB with Rufus to install Windows 11 23H2, use these steps:

  1. Open Rufus website.

  2. Click the link to download the latest version.

  3. Double-click the rufus.4.x.exe file to launch the tool.

  4. Under the “Device” section, select the flash drive to create the Windows 11 bootable USB media using the drop-down menu.

  5. Click the Select button.

  6. Select the “Windows 11 23H2 ISO” file.

  7. Click the Open button.

  8. Select the “Standard Windows Partition” option in the “Image option” setting.

  9. Select the GPT option in the “Partition scheme” setting.

  10. Select the UEFI (non CSM) option in the “Target system” setting.

  11. Under the “Volume label” section, specify a descriptive name for the Windows 11 bootable USB flash drive – For example, “Windows 11 23H2 USB.”

  12. Use the default settings for the File system and Cluster size options.

  13. Check the Quick format option.

  14. Check the “Create extended label and icon files” option.

  15. Click the Start button.

  16. (Optional) Check the “Remove requirement for 4GB RAM, Secure Boot, and TPM 2.0” option to install Windows 11 on unsupported hardware.

  17. (Optional) Check the “Remove requirement for an online Microsoft account” option to use a local account and bypass the internet requirements.

  18. Click the OK button.

After you complete the steps, the tool will begin creating a USB media with the Windows 11 23H2 installation media.

At the time of this writing, the official “Windows Insider Preview Downloads” page doesn’t offer the ISO file for version 23H2. This guide will be updated when it becomes available.
